Do i need to convert all Mp4 into MPEG in order to edit? If so can i do this inside Premier 2020?

Ive tried for a couple of times on and off and im clearly missing something. I should point out ive never done video editing ever before but would like to be able to do basic editing to familiarise myself with what's needed. Im familiar with Photoshop.

ISSUES:
In Windows Photos/Movie maker it plays but with no picture.
In Premier it plays with sound but video is jerky.
In VLC it plays perfectly.
In camera it plays perfectly.

Im amazed that it doesn't simply play in everything.



I tried adjusting the buffer allocation in premier but it made no difference. All ive done is load the file and play it back, I've not even started editing it yet lol.
