    Is there any video/hi8 players that can play both PAL and NTSC?

    Yes but NTSC will be played back in PAL60 not true NTSC, Not all capture devices can capture that format, And it's a little bit damaging to the already fragile chroma since the PAL player re-encodes it in a PAL chroma scheme (4.43 MHz). NTSC best captured in 3.58 MHz with a native NTSC player.

    Just look for D8/Hi8 camcorders, They are cheaper than the home decks, Most of them have very little use, Some are built in line TBC and S-Video out (which is what you want for capturing), Don't take any chance with 8mm home deck, you will be disappointed.
