i have 2 video, both codec used x264, same leve profile Main@L3.1 but put on my TV with pendrive, the first work correctly, second video can't reproduce... why? is possible that only for a different output resolution?

Reading the media info, next to different resolutions, the videos differ in number of Reference frames and display aspect ratios too.
Also, both of the videos having variable framerate, I can imagine not all variable framerates being supported by your tv.
Did you try the suggestion to remux with tsMuxer? -

@lomero as Sharc mentioned, it has more horizontal rez than ALLOWED in Main@L3.1, so is not abiding by that Profile/Level designation. You will either have to flag it for a higher Profile/Level (if possible), or make adjustments & re-encode so it legitimately abides by that profile+level. This kind of thing CAN make or break playback, ESPECIALLY on dumb playback devices (like a TV).

1) why videohelp software is not updated?
2) on github page on Windows section we have <The ZIP file for Windows can just be unzipped and the executables can be used straight away - there are no dependencies>
but i don't see any zip file. when click on CODE download zip we have all file to build gui and exe but click on bat file i don't find file gui. how to work?? or have another valid and updated link to download latest 2.6.15 version? -

then try to remux with changing profile level from 3.2 to 3.1 and also 3.0 but nothing work.
try also to change fps from 30 to 25, nothing.
i think problem is High@L3.2 profile level. how to change this profile to Main@L3.1? -
You have to go for a higher level, not lower level, for your resolution. Change to level 4.0, or if your player does not support 4.0 reduce the resolution and re-encode to make it compliant with level 3.1

i've changed level profile to 4.0 but problem persist.
and as you see at my first post my worked video is 1800x735 with level Main@L3.1....
this new video is 1696x720 with level High@L3.2.
then lower profile is allowed also to lower resolutions.
but if i can't do a demux to the profile like above (Main@L3.1) all that remains is a new encoding.... -
yes, you're right, i've tried now: my problem is video resolution, not level profile.
changed resolution with ffmpeg with -vf scale all work correctly.
Code:ffmpeg -i video.ts -vf scale=1280:544 -c:a copy -q 5 output.ts

update: new attempt this morning, just out of curiosity ...
with ffmpeg i've used this command:
Code:ffmpeg -i video.ts -acodec copy -q:v 5 output.ts
i have played other video with x264 codec without problem on my TV, so the cause is not the codec x264.
and with this last command i don't have changed original resolution, so the cause is not resolution 1696x720
