Is there a way to decimate 29.97 video back to 23.976 when it contains slow motion (not real slow motion, the kind with dupe frames)?
I heard that tools like tdecimate get confused by slow motion duplicates and therefore make the rest of the video's decimation inaccurate.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

Usually not a problem. eg. Duplicate frame sequences common in certain types of anime DVD's and they are handled just fine
If you have a source with problems you can adjust the settings, or use other decimation methods, or even selectevery
But if the duplicates have noise , or other differences like not stable - then they are not "duplicates" according to most algorithms and that can cause problems
