  1. Is there a way to decimate 29.97 video back to 23.976 when it contains slow motion (not real slow motion, the kind with dupe frames)?

I heard that tools like tdecimate get confused by slow motion duplicates and therefore make the rest of the video's decimation inaccurate.

Usually not a problem. eg. Duplicate frame sequences common in certain types of anime DVD's and they are handled just fine

If you have a source with problems you can adjust the settings, or use other decimation methods, or even selectevery

But if the duplicates have noise , or other differences like not stable - then they are not "duplicates" according to most algorithms and that can cause problems
