You must login to your account. If you are not the account holder, or an admin, you cannot access the video. I know, I'm a Zoom admin.
For account holders, zoom has a bunch of published instructions on how to DL cloud recordings. At one time, it was possible to have a "public" recording that was downloadable by anyone with a link, but they have beefed up their security to the point where that is almost impossible to set as public. Now, the most shared would be if one is a participant in a meeting.

Well, if you are able to catch a meeting live you can record it completely by using OBS studio, i've done it before.
