    What is the best overall video codec for smallest size and best video quality. What is the best free video converter for the best codec for smallest size.

    And considering how long proper support for its predecessors took for free software I wouldn't hold my breath. x265/HEVC is the best allternative I know of. Unlike x264/AVC, x265 is very well optimized for lower bit rates.
