Problem converting PAL to Ntsc (pulldown or blends)

So only sharpen before interlacing, never afterwards.
But when it happens, minimize negative ghosts from it with blur before bobbing.

When working with interlaced video you need to avoid anything that causes information from one field contaminating the other field. Filters like blur, sharpen, resize, denoising, etc. all have to be done on progressive video. Most filters with a built in interlace mode perform a simple SeparateFields() before applying the filter, then Weave() after. That's poor way of deinterlacing but it's usually better than nothing.

In this case, the source video was already messed up with a sharpen -- so a blur is used to undo that sharpen.
