For some more clairification. Here is a video I tried to send someone in a text message. I'd do that if it would work so he could view the video. It was originally taken on another device, which was an Olympus digital camera that was mainly for taking stills but could take short videos as well. I tried to send it in a text and here is what happens when I try to send it to him in a text message, failedprocess.jpg If you need the video itself, I could send that to you/post it here if possible.
Is there a way I can convert it to 16:9 with Adobe Premiere Pro CS6?
The above video with that error message he WAS able to play when I sent it to him in an email on his phone, but NOT a segment of an MP4 I sent to him via email. I saved the segment as an MP4. He gets this message when it he tries to open it on his phone. Maybe do you need the player he is trying to use?
The first error message hold it, I tried to email to him thought it was a little too big to send in an email- that THAT is why he couldn't open it. So I took an even shorter clip of the MP4, which had problem sending but he is still not able to open it. I can provide you with those clips as well, if you need them................I just have to find out how I can move screenshots from a text into my android gallery.........so that I can send them to my PC with feem.......did a google, don't want to use a third party tool if I can avoid it.

Could always zip it, may not reduce the size, but the file type may be acceptable now

Zipping something so already highly compressed may take a while AND may actually make the resulting zip file BIGGER.
Only reason to do that is to obfuscate the filetype into something more safe & compatible.

Yes, I have tried sending it through Gmail. I'm trying to send it from my gmail account to his. Some of the videos I've already sent have been BIGGER in file size than that. It appears he is receiving it, just can't play it.

If you have a Google account then you also have Google-Drive storage.
Upload your video there and just share the link to it in your email. The receiver will still have the option to download it or simply view it. -
Ok, I'll try that. I still kind of want to know why he can't view, I'll take a look at his phone and see what happens when I try to view it. I also found the way to see that my phone puts things in the gallery, if I transfer media to my phone using feem, after it puts it in internal storage/oictures I used method # 1 here
This very much depends on how you upload the images to the device. In order for the gallery app to pick them up, they must be added to the "media library", which is the job of the media-scanner. So that one needs to run after you've uploaded the image(s).
There are quite a few events triggering the media scanner to do its job – but e.g. uploading a file via FTP, or copying it with a file manager do not belong to that category. Things you can do to trigger it include:
rebooting the device (media-scanner always runs at BOOT_COMPLETED)
unmount and mount your SD card (it also runs whenever a new medium is attached)
trigger a media scan via the the command line
use a media scanner trigger app to trigger a scan manually

Basically, I take a snippet from a much larger MP4 (a movie) in Adobe Premiere CS6 and export it an mp4 (though to do this you DON'T Choose the MPEG4 format, you chooise H.264), he's already viewed other MP4's I have sent that were even larger in filesize,He has an Iphone I'll have to see where I can see what formats it plays. Also, I have the mp4's he COULD watch, if you want to me show the mediainfo on them if you want, maybe there's a difference
