    On all the various platforms - e.g. Youtube, Vimeo, Wistia, they have an algorithm to control how much to buffer in advance (e.g. 3% ahead of current playtime). Is there a way in Chrome (e.g. by extension) to force the video to pre-buffer the ENTIRE video regardless of current playtime?

    No, downloading is not my intention. Because I playback @ 3x speed, the default buffer set by those platform is not fast enough to buffer even though my ISP can support it (1Gbps).

You actually try for something that was happening decade ago, where downloads started to play only when video was fully downloaded first because there was no "moovatom" placed at the beggining of a mp4 file. Not talking about http streaming protocols but simple file download. It used to be at the end within a video file so videos had to be fully downloaded first. So nowadays it is treated mostly automatically , where in NLE you might have a box called "faststart" and those data are placed at the beginning of file.

    So you somehow deliberately go back in time and make sure that moovatom info is not present in video at the beginning. Check mp4box , you might remux that video or if encoding it yourself you make sure that info is not there at the beginning. This is somehow "butchering a video on purpose", but if it comes to it, it could be always fixed again without re-encoding.

    But this you cannot do using other platform, they re-encode it, only if you provide your video on your platform. That platform would need to accept video without re-encoding it.
