I have a 2006 Magnavox TV with HDMI port and want to test if it will play encrypted stream video. If it doesn't play the video, I have a HDMI splitter that is "supposed" to strip the encryption. I want to test the splitter device also, to see if the TV will then play the video. So I need a test video.

HDCP is not a static encryption. The source and the sync exchange encryption keys in the initial handshake and the encryption is based on those keys. Your TV will not be able to decrypt a stream encoded for another TV. So what you want isn't possible.
