Deinterlace video - help needed

Dear Video editing Guru's,
would greatly appreciate help deinterlacing a video (see below link).
I've tried everything but nothing seem to work.

Video isn't interlaced the original video was probably interlaced and then someone resized it improperly and saved it as progressive content.
Seeing that there is no details in the video to begin with you could downsize, apply QTGMC(InputType=2), upsize,...

Spline36Resize(1920,68)
QTGMC(Preset="Fast", InputType=2, SourceMatch=0)
Spline36Resize(1920,1080)

to get rid of most of it,...
There are probably better solutions already posted around rescuing badly deinterlaced/resized content in the forum, but I thought a quick&dirty solution might also be interesting.

That is the worst video I have ever seen. Got a lot more issues that interlacing.
