VSDC Assistance with Background Remover (complete newbie)

Hi thanks for reading. Attempting to teach myself VSDC through trial and error. I have used the Background Remover tool on a clip, and inserted an image instead.
However they sit in different layers, and whenever I export it the video clip plays over the image with background intact! I am sure it's a simple task but am I missing some way of 'merging' the layers so what I see in the preview is actually in the final product, and the background is just the still image?

Thanks davexnet, a great guide but like all the others it assumes I know how to 'keep' the chroma effect on the final product! I feel like there's a key step everyone assumes I know that I'm utterly missing!

As always I end up feeling a complete idiot, hah.
