ok...im not even that sure how to explain this. Ive searched all over the web for help to no avail. When i play back video at a decent resolution (including dvd, divx, mpg everything) i get what i can only call horizontal "scanlines". This happens only when thers alot of action in the movie. It looks almost like its struggling to keep up with the framerate. I thought it was just my monitor or video card. But then I installed win98 and no problem at all! This only seems to happen under win2k even when running at the lowest of resolutions. A simple solution would just be "run win98", but ummm nah...i dont think so
TIA for any help. Im not really too sure how to explain whats happening so im sorry if im not being totally clear.

In my experience, these lines are normally caused by interlacing being used and is very noticeable with a lot of movement. With the action occurring, there are issues determining the "interlaced" lines in the clip and it fills them in incorrectly.
My guess on the fact that it works on Win98 and not on Win2k would probably center around the video codecs installed on your system. The codecs used on Win98 are probably more mature with respect to the OS than those on Win2K. It is always small problems like this that are hard to track down, but that would be my guess. Hope it helps.
