Hi guys, please see in this video
The background looks "raised", I wonder how can I create this?

It's not. Just brick wall with its natural texture.
However, if you want, you could mimic the bricks' 3D effect with simple, directed edge highlights & shadows. Most often this is done quickly & easily using the bevel & emboss style in layer styles (exists in most Adobe media tools). Then you could just "tile" the bricks using duplicated but offset layers. Probably take about 10-15 minutes to put together in Photoshop, if you don't need it to be animated.
