Before encoding with CCE, I take a look at the video stream of the ripped VOB with Bitrate Viewer. What confuses me is that Bitrate reports that the VOB contains a progressive stream. However, if I check the stream a frame at a time with TMPGenc or CCE I can see the interlaced lines in it every 2 or 3 frames. So isn't it interlaced? Why does bitrate viewer report it as progressive?

It just looks interlaced because of the DirectDraw Overlay processes. If it came from a .VOB (and is a commercial DVD) then the probability that it is progressive is 99.99%. Only from a "TV" capture would the video be interlaced... Not very likely.
