So I'm using a VCR to watch DVDs on my CRT. I would like to view the subtitles, however my VCR doesn't seem to have that option. Is my only available option to make a hardsubbed version and burn it to disc?

DVD subs are generally accessed through a menu on the disc.
Video Cassette Recorders (VCRs) do not play DVDs, so I am assuming you have a hybrid unit. It is unclear what your source is, are these DVDs you are creating yourself, commercial discs? -
