Whether I import a video or use the dynamic link the footage shift one frame back. The first frame is the second and the last frame is gone. Has anyone encountered this issue?

That is often the result of interlaced footage being improperly interpreted. Right Click on your source and choose "interpret footage>main." Try different settings under Field and Pulldown see if anything works. Tip: if you place the footage into a comp before doing this, you will see the results immediately.
