Anyone know a free windows editor trust can make many chops in one pass (without processing each individual edit)?

Ok so I just want to cut a few mp4 videos. I want a simple interface that allows me to navigate quickly through a video and insert many edits (start chops & end chops) in one pass. My old Phillips DVR used to work like this, but with a totally none destructive edit that would just create an edit file that would just play the edits from the original footage, genius! but I don't need anything so fancy.

I gave up on this years ago, and just bought TMPGEnc Smart Renderer.
The free tools have always been imprecise.
