Sure I can do speech bubbles in Photoshop but it will take a long time drawing adjusting saving and so on.
I just need any editing software that can create speech bubbles quickly right in the time line. Preferably with various speech bubble styles. I don't real need anything else. Is there a premiere plugin or something. This will work too.
Or is there a fast other way to do so I'd love to know.

Since you're already in the Adobe sphere, there are many callout templates available for Premiere.

Camtasia can also do it fairly simply. -
