    I got here following message:

    C:\Users\Hans Jörg>youtube-dl -F https://www.bbc.co.uk/iplayer/episode/b03hj0xn/paul-mccartney-in-concert-2013
    [bbc.co.uk] b03hj0xn: Downloading video page
    [bbc.co.uk] b03hj0xn: Downloading playlist JSON
[bbc.co.uk] b03hj0fy: Downloading media selection XML
ERROR: Unable to download XML: <urlopen error [WinError 10061] Es konnte keine Verbindung hergestellt werden, da der Zielcomputer die Verbindung verweigerte> (caused by URLError(ConnectionRefusedError(10061, 'Es konnte keine Verbindung hergestellt werden, da der Zielcomputer die Verbindung verweigerte', None, 10061, None),))

For extracting I'm using a VPN!

Here the link addresses that I try to download:

    https://www.bbc.co.uk/iplayer/episode/b03hj0xn/paul-mccartney-in-concert-2013

    https://www.bbc.co.uk/iplayer/episode/p08wkns0/paloma-faith-radio-2-in-concert

  2. Use a different VPN.

  3. The BBC doesn't want you using proxies or VPNs to view their videos. They work hard at identifying which IP address are VPNs and block them. The VPN providers buy and sell IP address all the time to get around those blocks. There services that provide IP geolocation data are not always up to date. An IP address that's in use by a VPN in the UK today may have been in a some other country yesterday -- and the geolocation provider hasn't yet updated their database. So using a different VPN may work. Disconnecting and reconnecting VPN might work too (as you will probably get a different IP address).

There are web sites that list open proxies. These can be used by youtube-dl too:

    Code:
    youtube-dl --proxy "92.13.144.57:80" https://www.bbc.co.uk/iplayer/episode/b03hj0xn/paul-mccartney-in-concert-2013
(That proxy address is an example only, it probably won't work.) Proxy providers don't like unauthorized people using their bandwidth. So open proxies usually get shut down quickly. You'll probably have to try several before finding one that works.
