Could someone please explain how one converts chapter points in a clip from time code ie. 01;23;12;03 to the kinds of numbers I see in VCD chapter lists ie: 01.23.22.123. What does the number signify in terms of real-time?

Perhaps I can be more specific....
I am not burning a VCD from a DVD original, thus I cannot import the ripped chapter file, I need to create my own chapterpoints for an original video production I created in Premiere. I know my chapter points in terms of timecode numbers, ie: hours:min:sec:frames, how do I translate this into the sort of chapter points I see in the guides? The last set of digits is what makes me scratch my head the most, 'cause it's three digits rather than the two digits to signify frames (30 per sec).
HELP!
