MPEG-2 video is correct, but ... with many, many, many constraints. Depending on whether you want to produce material for PAL (576 lines height, 25.0 fps) or NTSC (480 lines height, 29.97 fps) compliant players. Bitrate distribution is limited, GOP sizes too ... good MPEG-2 video encoders (like HCenc) know how to handle that using a VBV simulation, so you will probably first produce an intermediate low-loss or even lossless format which can be further converted, and you may prefer Top Field First interlaced results.
MP2 audio is not allowed as the one and only audio stream on NTSC DVD. AC3 as the only audio stream is allowed (converters using a current ffmpeg core can create this; stereo AC3 should have a constant bitrate of 192 or maybe 224 kbps). Stereo LPCM is also supported but a waste of bitrate.
South Africa uses DVD region code 2, but you can produce a DVD Video for "all regions".Last edited by LigH.de; 1st Oct 2020 at 08:08.

Yes for authoring got proper DVD. But it has its own limits. I believe in 2010 all standalone dvd players already supported h264 codec. But yes question wasn't about this, also not autoplay feature or menus. But other advantages. And if you want go commercial way so probably proper DVD is only choice. Just saying. Also probably not ALL dvd players supports it, but i believe almost all which are max 10 years old.

If a media player plays anything more modern and less specific than "DVD Video standard compliant media", better don't just call it a "DVD player"...
