Hi can someone please help me, i was involved in a hit and run. i have video footage of the car that hit me. but whe playing the footage back i cannot read the plate of the vehicle that hit me. its blurred. i can recognize the make of the car which i believe is a Cadillac.

There's nothing you can do to unblur it since there's nothing to work with,only thing you can do is identify the vehicle that clipped you and report it.This type of scene has been discussed here so many times and there's never been anything to help read blurry stuff.

Even if you somehow get the license info, it's meaningless for any type of further legal action. Make a copy for yourself and possibly for your insurance agency, then give the original to law enforcement. It it warrants (no pun intended) further action, they'll need the original file to prove it hasn't been tampered with.
