I have a mkv video with chapters. I would like to know if it is possible to split each chapter into their own video without using mkvtoolnix GUI? Is there a command line I could use instead? And to keep the subtitles soft-coded?

In the GUI, set it up to do what you are wanting to do, then go to Multiplexer > Command Line to see the command line it is going to run.

In the "Output" tab select "Split mode": "before chapters". In the field "Chapter numbers" enter "all".
