I'm working with some DVD content where the audio has been encoded as AC3 stereo (2/0), but the audio is very clearly mono. Is there a tool I can use to separate out one of the two channels, designate it mono (1/0) and save it as a separate AC3 file without re-encoding?

Damn, I was hoping the format was a bit more well understood. Oh well.
I may just leave it as is. It'd be nice to halve the size but we'd be talking 18 megs versus 36. Not a gigantic savings. That or re-encode to something high efficiency like Opus. 96kbps mono Opus would probably sound damn near lossless.
