Anamorphic widescreen and 5.1 surround creation?

Is it possible to create an anamorphic widescreen mpg? If so, what formats accept it? (ie VCD, SVCD, DVD etc)

Same thing with 5.1 audio. Is there a program out there that allows you to make your own 5.1 mixes in either Dolby Digital or DTS? And same thing here: which formats will accept this, and can it be encoded in TMPGEnc?
