I was involved in a hit and run, it was raining and i was wondering if it possible to clear up this image to read the license plate! Here is the clip:

If I had a buck every time this subject gets posted I would be rich by now.
And the answer is nearly always the same. Once you blow up the image to even attempt to read you blow out any detail that was there. And not much detail in the first place. -

And the second answer is give it to the authorities who may have additional info such as witnesses or other cameras recording the scene. In addition, if serious enough, they may be follow up with repair shops to see if the other car owner came in for repairs.
In any case, any information gained by enhancing the non-existent data in your video would be meaningless in any court. The best you can do is give the video to your insurance company to show it wasn't your fault.
