Why does encoding software suggest decimating anime into 23.976fps, yet every media player I play the VOB file in, plays it back at 29.97fps?
I pretty much never see the original VOB or the DVD play back at 23.976fps in media players. They seem to always play back at 29.97fps.
Most of the time the 23.976fps seems better and smoother, or removes random duplicate frames after being decimated with avisynth, but on occasion I notice it's actually worse at 23.976fps and the decimation caused extreme jittering.
Can they not make up their mind on which it was intended to be played back at?

NTSC VOB is 29.97. It's just playing the 23.976 files using pulldown that was added when the file was encoded.
I guess you could say DVD / VOB is a special case
