Does anyone edit their DV-AVI files to enhance quality for archiving and save them in DV-AVI format as a "edited" master copy? Is there a recommended software that can perform edits, clean up the video if needed, and save the output in the native DV-AVI format without being converted back and forth to a different format in the process? (ie keep the edit process as lossless as possible) I was thinking to get the highest quality output, it would be best to enhance and edit the video first, then choose the best software to convert the video based on the desired output format. Or can I get the same quality by using one software program to convert straight from the unedited DV-AVI to the desired output.

DV is a lossy format not lossless, You can cut scenes without re-encoding but as far as color correction and noise reduction a re-encode within the format itself is unavoidable. So expect some loss there.

1) Can you also add/insert scenes from other DV-AVI files as well as cut scenes and save to a new DV-AVI file without encoding?
2) If performing further edits on the DV-AVI files (color correction, noise reduction, de-interlace, changing frame rate, etc.) and saving using MPEG-2 or H264 compression for different output formats, what software would produce the highest quality output for each compression? Would something like StaxRip, Hybrid, MeGUI, or Handbrake be the best choice for performing the additional DV-edits and converting to MP4 using H264. -
ANY changes to the original dv-avi required re-encoding. only pristine untouched original video won't be touched by the few editors that allow no-recode output to begin with.

1)yes, free tools like virtualDub, but it is a pain and you are limited only for easy tasks.
NLE like Vegas or Premiere even cheaper versions, you'll get a comfort cutting clips, shuffling them around and exporting again as DVavi, same as original (NTSC or PAL) and it will be stored without change.
2)your decision is to deinterlace or not to.
If yes, you need QTGMC and to do it outside of those videoeditors after editing DVavi, so you need lossless exports, intermediate or frame serving. Then using Staxrip or Hybrid that allow using QTGMC.
If you do not need to deinterlace you just might encode within that videoeditor with plenty of bitrate. Plenty of bitrate means good quality. But I would not encode back to DVavi. Just use H264 and AAC audiowithin MP4 container.
