  1. What is the best way to do this?

    I have tried creating a PAL project in Premiere and exporting it to 720x480 at 29.97 fps, but the video is all messed up (lots of problems when there is motion) when I burn it to dvd-r and play it in my dvd player.

    What is the best way to covnert PAL Mpeg2 > NTSC (720x40 29.97 fps) MPEG2???

    search the forums for PAL-NTSC conversion...I'm pretty sure this has been covered.

  3. I tried the guides but had no luck. Everything I tried came out with the same results.

    I tried searching also, but could not get a clear cut answer to converting mpeg2 pal > mpeg2 ntsc.

The guides here and at doom9 should provide most of the answers but one thing I will suggest is convert Pal to NTSC film (23.97fps) as this is a closer match. the resulting video will be played a bit slower, hence longer. You will then need to stretch the audio to match. I use sonic soundforge for this kind of thing and would recomend it if you can obtain a copy!

  5. Couple questions regarding that.

    Will it be noticeable when playing the video that it is slower?

    Will it be dvd compatible? (I am making the DVD in DCD Maestro so I need it compliant for that).

    Is there a way to convert it to 720x480 29.97 fps or do I have to convert it to the 23.97?

  6. No, you wont really notice the speed difference. I have done the opposite and converted 23.97 to Pal 25fps with no probs.

    To make it DVD compliant you must apply 3:2 pulldown. If you use TmpGenc for your encoding, I would suggest doing video only with this and encode to 23.97fps, then apply the pulldown flags with pulldown.exe after the encode. An extra step I know but I have had more success with this than using the 3:2 pulldown setting in Tmpgenc. Then let your authoring program mux the audio and video
