Lossless Video editor that only renders if necessary?

Hello
There are several video editing programs that allow you to cut and edit mp4 video without re-rendering the whole file, so the results are fast and lossless. However you always have to start the edit on a keyframe and so editing is a bit hit and miss and not frame accurate.

Is there a package please that will edit video without rendering but create a new keyframe at the beginning of an edit if necessary?
