Help getting rid of jagged/pixelated edge artifacts from DVD rip

I am getting these jagged edges from a PAL DVD I ripped using DVD Decrypter and I am unable to get rid of them using any of Handbrake's deinterlace or detelecine filters. In the example image below they are most pronounced in the ceiling.

I assume these are interlacing artifacts since I inspected the video in Mediainfo (data posted at the bottom), which reports it to be interlaced. The jagged edges are there on stationary as well as objects in motion though. And if I understand correctly interlacing would be most pronounced on objects in motion so I am not sure they are interlacing artifacts.

One thing I noticed is that when i play the video in VLC I can get a clear picture (see picture below) if I skip 10 seconds ahead while the video is paused, but resuming the video playback returns the jagged edges.

To me this seems like a clear signal that these artifacts can be removed somehow.

Do any of you know what they are and how I would go about getting rid of them when i encode the video?

Most PAL DVDs are encoded as interlaced, even if the content is progressive. Your video is progressive. That's not interlacing artifacts but aliasing, sometimes called jaggies. You might try the AviSynth filter Santiag on it (Santiag(3,3) or your own settings), or some other anti-aliasing filter:

Forget Handbrake.

Thank you very much for your help! the santiag filter worked great.
I had never used avisynth before so I had to mess around a bit, but I am happy to have tried that as well.

Good, I'm glad the suggestion worked. And, I must say, you're a quick learner as many find AviSynth very very difficult to learn. But, since you had to "mess around a bit" to get it going, that may have meant it took many hours of work to figure it out. Even so, though, good going!

You might even dump Handbrake as a result
