Please advise me how to download video from the following site

If possible it's with Chrome extension.

You need to get a fresh URL. I tried the exact command again and got the same 14 byte file. But getting a fresh URL with FireFox's Developer Tools worked:

youtube-dl --referer "https://uqload.com/embed-kiajjsa7bh4j.html" "https://mega01.uqload.com/3rfkvivqgrw2q4drdjjpflfjbkc5takx5ce6ucqpgur5ougmlw7u5ntbehzq/v.mp4

Be sure to delete the old v.mp4 file first.
