video conversion low size good quality

i was searching some clips 2 min. and discovered that most clips are hd and their quality is awesome and are small in size,
my question is any software to do so.
i know if you lower bitrate quality drops but how this clips are going

This is not a sufficient analysis. The bitrate seems to be from the audio stream, not from the video; 64 kbps video in HD resolution can only look "great" if you see almost nothing in it.

Please use MediaInfo for a more verbose analysis. Or even better, share a sample clip with us.
