Do we shoot in the US 29.97 and 23.976 because the electricity Hertz is 59.94 and not really 60? Is that the root of this decimal number frame rate?

No. Electricity in the USA is exactly 60 Hz. Black and white TV was originally broadcast at 60 fields per second too. But when color TV was introduced the frequency was change to 59.94 Hz to avoid some kind of interference with the chroma subcarrier (I don't remember the exact details). B/W TVs were flexible enough to deal with the slight difference.

Got to remember: that originated back before smart, before digital, before computers, before even transistors, when it was all vacuum tubes.
Btw, check out the great, old British instructional tv show "Connections" to learn how & why 60 & 50 Hz and 120 & 240 volts were decided upon. In part, thanks to the railroad.
