I don't understand the reply. Does the gameplay remain smooth-playing? You can also achieve 75fps another way:
TDecimate(Mode=2,Rate=75)
But that's risky. And you might want to tweak the MaxNDL and M2PA settings. Read the doc for more information. -

How about using sRestore, it seems like potentially better than a simple blind decimate.

If 75 was captured at 100 by duplication (regular, consistent), it MIGHT be possible to undo the duplication and restore the 75. But that is highly unlikely to how it would normally occur - there would be duplication and skipping, or there might be frame blending/interpolation. Either of those methods would cause just as many problems as cure, if not more, when trying to undo/reverse them.
