Does old system have trouble to play very slow x264 preset?

I don't know either my system having trouble to play video which is encoded very slow preset or my subconscious mind saying my encode is just bad. do you seeing picture frame skipping or something or it's just normal? and please check the media info should i change anything to make the video quality better?
