I have made a mpeg1 file with my hardware mpeg TV tuner card (source from DV s-video). 352x288, 1150 kbit/sec, 25 frames/sec. The video quality from viewing the mpeg1 on windows media player is ok. After i burned the mpeg1 to VCD using nero, i found that the quality of VCD is a lot worser than viewing on the media player. What have i done wrong? how can i improve the quality?

Playing the file on the Mediaplayer before and after burning should look identical. So, try playing the .DAT file with the media player from the VCD. If you're only playing the VCD on a DVD player and a 32 inch TV, then of course, the VCD disk is doing to look pretty bad compared to a postage stamp video on your PC monitor.
