Please advise/guide what command use defining/restricting Format Setting GOP M, N frames (pic attached) in FFmpeg & after encoding media info will show the GOP M, N frames.

MediaInfo N and M, see for example here:

ffmpeg supports many video codecs. How you set N and M (GOP structure) depends on the syntax of the selected codec. You have to dig into the codec's settings parameters for details. -
Why you set those settings is determined by how you are trying to craft your stream to match your requirements, in terms of quality, bitrate/filesize, complexity, efficiency.
