I've encoded a mpg file (vcd ntsc) with flask+cce
I got the finished file and a subtitled file (SSA)
I've tried virtualdub to add sub via subtitler filter
but I have to re-encode the mpg file again.
Is there a better way to do this without re-encode again?

You can do it all in one time.
1 - rip the DVD (with smartripper, or whatever you like)
2 - Use DVD2AVI to create a audio part, and D2V file
3 - Use the program VFAPIconv to convert the D2V file to D2V-VFAPI file (takes about 05 seconds)
4 - Rip the subtitles as you have done before.
5 - Convert the subtitles to SSA
6 - Open Virtual dub, and open the D2V-VFAPI file as video source.
7 - Add the subtitles, and use the preview option to see if they are okay.
8 - Frameserve it in Virtual Dub (a VDR file will be created)
9 - OPen TMPGEnc and load the VDR file as the video source.
10 - Load in TMPGEnc the WAV file created by DVD2AVI as the audio source.
11 - Done, you'll have a great VCD with subtitles.
