using a dvc100 capture card from a units vhs player
he picture is highly interlaced
I have rides so many combination of the add ones deinterlace but nothing appears top change no matter what combination I select
what am I doing incorrectly

Don't resize vertically before deinterlacing. As a quick test add only the Bob Doubler filter. Watch the output pane in VirtualDub as you step through the video with the right/left arrows on the keyboard.
And just in case: do you know VirtualDub has two display panes? One for the video before filtering, one for after filtering. Make sure you have the output pane enabled and are viewing it.
