    I am using a program called Winx to download videos from Youtube 1080p videos are mp4 downloads and 4k videos are downloaded at webm. Should I reencoed the 4k webm videos to mp4??

    Because why? You think the reencoded MP4 might look better than the WEBM video? It won't.

    Use a different and better download program to get the 4K one as an MP4, if you like. At least I think you can do that. Never tried, myself.
