I have a stream rip from a mobile app that gives me a .movpkg file/packaged folder with .frag files and a few .xml files. Is there anyway to convert this to a standard video file? Thanks in advance.

A useful first step for you to help us helping you would be checking the largest files in this folder with MediaInfo if any of them are recognized. Or provide us a little sample so we can check.
Apart from that, entering "movpkg" in Google returned hints that they contain "M2TS fragments of encrypted HLS". So I believe there must be software which can concatenate them. But if they are AES encrypted, decrypting them without DRM keys may be impossible...
