My PC model is: HP ProDesk 400 G4 MT x64-based PC.
Are those products compatible with my pc?
If yes, can I purchase and use two Quad-Tuners from the same brand in order to connect them together and watch or record up to EIGHT(8) TV programmes at a time? I only need to watch or record DVB-T-T2 channels (freeview channels).
If yes, how can i connect them together?
Please advise!

If the HP ProDesk 400 G4 MT is the HP ProDesk 400 G4 MicroTower form-factor then it should work for either of the TV tuner card models in your post. The HP ProDesk 400 G4 MicroTower has two expansion slots each capable of holding a PCIe x1 add-on card with a full-height bracket. See https://h20195.www2.hp.com/v2/getpdf.aspx/4AA6-9028EEAP.pdf
The Hauppage WinTV-quadHD would be a neater choice if you have only one antenna/aerial because it uses only one RF connection for 4 tuners, so you only need 2 leads from the antenna for 2 cards.
You need a coaxial splitter for antennas/aerials to provide the required number of leads to feed a signal to each connection on both tuner cards.Ignore list: hello_hello, tried, TechLord, Snoopy329 -

Odd that HP's specs in the PDF that I linked to mention the PCIe x16 and PCIe x4 slots but not the PCIe x1 slots. Both of the TV tuner cards are PCIe x1 so they will be fine in an x1 slot if you want to reserve the PCIe x16 and PCIe x4 slots.
You need software that is able to utilize 8 tuners for watching and recording. You might look at NextPVR, DVBViewer Pro, and SichboPVR.Ignore list: hello_hello, tried, TechLord, Snoopy329
