I have an LG External DVD writer/reader (Model GE 24NU40)..., Can I convert a BluRay disk to DVD (TS files) using DVDFab without having a BluRay Disk DVD reader?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Thanks for that information. So, I would like to buy this: [ Buffalo MediaStation 16x Desktop BDXL Blu-Ray Writer (BRXL-16U3) ] player/writer and convert my blue-rays to mp4's. Do you see any problems?

It seems like a very good product and may work well for your purposes but there is no way to be certain. Sometimes external Blu-ray drives, which connect to a computer via USB rather than SATA, don't work reliably for individual systems. Burning/writing is more likely to be problematic than reading.
