You need the ffmpeg source plugin for Audacity, not ffmpeg.
https://manual.audacityteam.org/man/installing_and_updating_audacity_on_windows.html#winff -
They always worked in other Audacity installations I have done, no problem at all.
This time I had to install Vistual C+++ again and another program separately, because Audacity refused to run at all. That had never happened before.
Then I installed FFMPEG, the one specified for Audacity, but I get that message.
I just checked on my other SSD, and it was 2.3.1 too, so now I don't know what might be happening.
I have just tried another video file, and it also denied opening.
