    And you'll need tracking to follow it from frame to frame. And, in the end, you'll end up with a moving blurry blob instead of moving text.

    If the background behind it doesn't change at all, you could use MEDIAN algorithm (bounded by a cropping area) to completely cut it out.
    If it moves a little, you might still be able to similarly bounded-AVERAGE over a series of frames, and get a reasonable improvement.
