HI everyone, I am new to the forum and the forum community in general but I've decided to try and seek some help where ever I can.

Two of my neighbors' garages were deliberately set on fire and I came in possession of the footage that captures the vehicle passing by in the alley minutes prior to the fire engulfing both of my neighbors' garages. The problem is that footage from the security cameras is somewhat poor and as a result licence place of the vehicle in question is unreadable.

I would really like to help my neighbors obtain some credible information that could be passed along to the arson investigators. Your knowledge is very much needed and would be tremendously appreciated! I will try to upload the videos that I have but bear with me as I am not that tech savvy.
