  1. I know UK, EU, Australia, and New Zealand all use PAL system. Then how come UK video game console or DVD player does not play Australian DVD despite both having PAL format?

are you talking about original store bought DVDs or burnt discs ??
it also may be possible that Australian DVDs are country code locked

Because it's not just a matter of PAL vs NTSC. There's also DVD regions that you need to worry about. The UK is region 2, Australia is region 4.

The following are the different regions and their corresponding numerical equivalent:

    Standard DVDs
Region 1: U.S., U.S. Territories, Canada, and Bermuda
Region 2: Japan, Europe, South Africa, and the Middle East, including Egypt
Region 3: Southeast Asia, East Asia, including Hong Kong
Region 4: Australia, New Zealand, Pacific Islands, Central America, South America, and the Caribbean
Region 5: Eastern Europe, Baltic States, Russia, Central and South Asia, Indian subcontinent, Africa, North Korea, and Mongolia
    Region 6: China

  4. And therefore, if you remove the region coding with a decrypter, those Aussie DVDs will then play in your DVD player

Fortunately with Blu Ray discs, Australia is linked with Europe and UK .
